History: The St. Clair County Black Chamber of Commerce is a business organization created in 2002. The founding members were, Lee Coleman, Rita Payton, and Annette –Fields Coleman. Lee Coleman currently is the President/CEO of the SCCBCC. Mr. Coleman is was named the Southern Region Vice President By President/CEO, Larry Ivory of the Illinois State Black Chamber (ISBCC) the same year.
Lee Coleman also sets on the Illinois State Black Chamber Board of Directors. The ISBBC is headquartered out of Peoria, Illinois. The ISBCC as is the SCCBCC are affiliates of the National Black Chamber of Commerce created I 1995, the President Harry Alford. There are 25 Illinois chamber under the umbrella of the ISBCC. There is a NBCC conference in July annually,(location is held in various cities ) and a ISBCC annual convention held in Peoria.

The St. Clair County Black Chamber of Commerce, Inc. (SCCBCC) is a private, charitable, non-profit Corporation, so designated by of the state of Illinois, as well a 501c6 business organization so designated by the IRS, whose purpose is to promote and develop Black Economic empowerment in the state of Illinois. The SCCBCC is a state of Illinois designated Said purposes shall be pursued through the provision of supportive and developmental services, more specifically by:
- Implementing programs to attract investment of resources for stabilizing and developing Black-owned businesses:
- Providing channels, ways and means for accessing financing; and
Promoting training and technical
assistance to individuals, organizations, agencies, and businesses interested
in community-based business and economic development, giving priority to neighborhood development.
Purpose: The St. Clair County State Black Chamber of Commerce, Inc. is organized for the purposes of teaching capitalism and to expand access to capitalization, technical support, procurement opportunities, effective networking, and sharing of information for Black owned businesses and other minority businesses as well as the African descendent community as a whole. The main vehicle of disseminating information concerning this purpose is through the Black Chambers located throughout St. Clair County in the state of Illinois and with interaction with the Illinois State Black Chamber of Commerce,(ISBCC) and National Black Chamber of Commerce, Inc.(NBCC) and the entire Black Diaspora. The St. Clair County Black Chamber of Commerce is designated as an Illinois not for profit corporation and by the State of Illinois.

Task: meet with all public and private entities in St. Clair County and throughout southern Illinois, to get copies of their Section -3 plan, title VI plan, what goods and services purchased annually, budgets for purchasing those goods and services purchase, and what percentage of business goes to African Americans, and demand/negotiate opportunities for African Americans owned businesses.
